Karl Fischer var bibliotekar. Fra 1885–1910 var han knyttet til Universitetsbiblioteket i Oslo, fra 1910–1921 var hanstortingsbibliotekar og fra 1906–1932 var han Kirke- og undervisningsdepartementets konsulent for folkeboksamlinger. Han grunnla og redigerte også det første bibliotektidsskrift "For folke- og skoleeboksamlinger" (1907–15) og dets etterfølger "For folkeoplysning" (1916–33) (kilde: snl.no).
