Флаг представляет собой прямоугольное полотнище с отношением ширины к длине 2:3, состоящее из двух горизонтальных полос, ширина которых соотносится как 3:1: верхней — белого и нижний — зелёного цвета. В границы полотнища вписан герб Гурьевского городского округа. Зелёная оконечность, обременённая возникающими золотыми епископским посохом и мечом накрест, вписана в горизонтальную полосу зелёного цвета, а в горизонтальную полосу белого цвета вписаны: зелёный дуб, переменяющий в оконечности цвет на червлень (красный цвет) и там же обременённый серебряным греческим крестом; по сторонам дуб сопровождают червлёные петух и курица, обращённые друг к другу.
